Almost any number or claim becomes more meaningful once it is placed next to a fair comparison, yet that comparison is often the exact thing missing from how a figure is first presented. Asking compared to what turns an isolated, floating number into something that can actually be judged and understood properly.
The comparison chosen matters as much as the fact of making one at all: comparing today's figure to last year, to a decade ago, or to a similar place elsewhere can each tell a genuinely different story, and a persuasive argument will often quietly choose whichever comparison happens to support its point the most.
